The Papers reflect the ongoing British effort to recruit American citizens and other American residents to serve in the British army in its war against Russia; and the conflict thus generated with the United States, which protested that such attempts violated American neutrality and compromised American sovereignty. Much of the documentation concerns diplomatic correspondence with the United States on this dispute; and correspondence with Crampton, England's point man for American recruitments. President Pierce's Attorney General, Caleb Cushing, "directed the prosecution of Crampton, the British minister in Washington, on the charge of recruiting soldiers within our borders for the British army during the Crimean War."
