Walker had been an expansionist Mississippi Senator and Polk's Treasury Secretary, enthusiastically supporting the Texas annexation and the Mexican War. But "Walker was at heart a Free-Soiler" and he remained an "eager Unionist" [DAB]. He spent much of the War in England selling federal bonds to support the war effort.
