A Democratic Party attack on Republicans, who are disunionists in disguise, and Charles Sumner, the abolitionist Republican Senator who is up for re-election. Sumner has long belonged to the Radical wing of the Massachusetts Republican Party: they "do not love the Union, or care for its restoration, and do not prosecute the war for that object, but seize upon it as a means for accomplishing their long cherished schemes of abolition." Feebly, the pamphlet argues that Sumner's war aims differ from Lincoln's. The latter, it is claimed [even after the Emancipation Proclamation], wages the war solely to restore the "constitutional relations" between the national government and the people of the seceded States.
