His constituents seek reimbursement from the national government "for supplies furnished the troops, mustered into the service of the United States, during the Indian hostilities." Mr. Walker, the Treasury Department Auditor, has been uncooperative. Mackay offers his "reflections," in order to help "relieve a portion of your constituency from the harrassing and illegal treatment received at the hands of the accounting officers."
