Loper, R.F.:

R. F. LOPER TO HON. E.M. STANTON, SECRETARY OF WAR, IN SELF-DEFENCE AGAINST THE ASPERSIONS OF THE SENATE COMMITTEE.

Philadelphia: 1863 Original printed wrappers [spine wear] with wrapper title [as issued], stitched, 40pp. A contemporary hand has written, in ink on inner margin of front wrapper, 'Virulence of party spirit'. Very Good. Loper protests that he was smeared by the Select Committee of the Senate in hearings "to inquire into the chartering of transport vessels for the Banks' Expedition." "I had been accused as a swindler, tried and condemned without a hearing in the star-chamber of the Senate Committee." Senator Grimes, Chair of the Committee, refused to give Loper a chance to correct the record, ignoring the packet of material that Loper had submitted to him. Here he sets forth his case, which includes much information on the preparation for the Banks Expedition. FIRST EDITION. Sabin 41967. 340 NUC 0481075 [6]. Not in Eberstadt, Decker.
