Swann was Chairman of the Baltimore Public Park Commissioners. He was assisted by John H.B. Latrobe and others in developing and inaugurating one of America's earliest urban parks. In 1860 the Commission purchased the Druid Hill Estate, which had been laid out as an English garden, featuring carriage and bridle paths, a lake, picnic groves, and buildings dating from the 18th century. This scarce pamphlet commemorates the Commissioners' achievement, celebrated with parades of the Volunteer Soldiery and Baltimore City Guards, and other events, including Swann's speech.
