Andrew Kingsbury was Connecticut State Treasurer from 1794 to 1818. Tentative dating of document narrowed from the dates of Kingsbury's tenure as State Treasurer, and on evidence of the document's appearance [including its use of long esses] Not in Evans, Bristol, or Shipton-Mooney.
