Delegates are listed by State [primarily NH and VT, with some representation from CT and MA] and Town, and their doings recorded. Their Memorial to Congress argues that the Connecticut River "is an object of primary importance in a national point of view," and solicits "the patronage of the National Government" in funding the necessary improvements.
