The Committee rejects Pettit's claim for compensation based on a commission. "To give a commission upon public monies is doubtless a temptation to the officer to speculate, and should in general be avoided." The Report prints detailed information on the Quartermaster General's Office in the Southern Department during the Revolutionary War. Evans 38844.
