Chase, perennial presidential candidate and enemy of the Blair family, for his unseemly intriguing against President Lincoln to secure the 1864 Republican nomination. Blair also visits his wrath upon the "radicals" of Missouri, who seek "to keep up the strife in States in which the rebellion has been put down, instead of fighting to put down the rebellion where it still exists."
