The Committee Report rebukes abolitionists for challenging "the right of the master to the slave," which "is as undoubted as the right to any other property. It is recognized by the well understood admissions of the Constitution." Abolitionist meddling threatens "to unsettle the character of their slave population, and to prepare the way for all the horrors of a servile insurrection." Empathizing with these fears, the Report urges Massachusetts to cooperate with its Southern brethren by taking measures to shut the abolitionists up.
