Taylor vs. The Board of Health'], stitched. Very Good. Taylor, a Philadelphia merchant, challenged the tax charged by the Board of Health of Philadelphia for inspecting debarking non-citizen passengers and their baggage, and issuing the required certificates of health. The certificate was a precondition to admittance of the passenger ship to port. The lower court found the tax unconstitutional, evidently because it unduly interfered with Congress's delegated powers. This document is the record certified for the appeal.
