A rare, early Wisconsin territorial imprint. Kilbourn was Loan Agent for the Milwaukee and Rock River Canal Company. Tweedy, Receiver of the Canal Fund, had criticized Kilbourn's performance in negotiating a loan. Offended by Tweedy's "technical sophistry," Kilbourn explains that he acted in good faith and within the scope of his authority.
