The dispute concerned the Wisconsin Railroad Commissioners' claim of authority to regulate freight rates of the Chicago & Northwestern. In addition to arguments detailing the legal consequences of federal land grants, there is information on the structure of the C&NW, "the great channel of commerce from the city of Chicago through the Northwest, measuring with its branches more than sixteen hundred miles." The Road argued that the state of Wisconsin had overreached itself, unconstitutionally impairing the obligations of the Road's contracts, and disregarding requirements of the federal grants.
