An Ohio Democrat, Olds was later arrested during the War because his loyalty to the Union was suspect. At the time of this speech, he was out of office, having previously served for six years as a Congressman but losing his bid for re-election in 1854. Olds was a National Democrat, which meant that he supported James Buchanan in the upcoming presidential election, and the policies of his predecessor Franklin Pierce, especially on the issue of slavery in Kansas. The Democratic Party, he says, "has always stood by the Constitution and the Union," and its policies are responsible for the vast additions of new territory to the national domain. He purports to see a "striking analogy between the condition of the children of Israel, and the people of the United States." He denounces the Black Republicans and the Know-Nothings as dividers.
