The Committee's investigation produces a detailed analysis of the assets and liabilities of the Bank, as well as advances and repayment of loans and an estimate of Probable Losses. The Report became necessary "when it was perceived that the charter of the late Bank of the United States would not be renewed or extended by Congress," and the winding up of its affairs began. This is a second state of the first edition: a letter from Joseph Cabot is included on the final page, dated April 5, It does not appear in the earlier issue, whose last page is blank.
