"In 1836 the state of Ohio appointed him commissioner to investigate the public school systems of Europe, especially of Prussia. For this congenial task he was given every facility in England and on the Continent. Returning in 1837, he published his famous Report on Elementary Instruction in Europe, a copy of which the legislature put into every school district of the state. It was reprinted by the legislatures of Massachusetts, Pennsylvania, Michigan, and other states..." DAB.
