The Message includes much data on population, agriculture, manufacturing, mining, and livestock resources of the Utah Territory. The Governor assures the Legislature that "the sovereignty of church over state" in Utah, and the church's "supreme" power in the Territory will not be countenanced by the United States. "The flag of the United States" must be "universally regarded as the symbol of absolute sovereignty."
