The author-- no one hazards a guess on his identity-- reviews the history of efforts to reform the Militia which, he says, has been an essential substitute for a Standing Army. However, the militia's "annual drills, parades and encampments" are "well-nigh useless as a preparation for actual war" and "an egregious waste." Moreover, a civil police department is better adapted to quell domestic disturbances in self-governing political communities; and could handle a militia's functions far better and less expensively.
