REFORM OF THE MILITIA: PROPOSALS FOR SUCH CHANGES AS SHALL SECURE ITS BENEFITS WITHOUT ITS EVILS.

[Boston: William C. Brown, 1855]. 12mo. Caption title [as issued], 16pp, stitched. Uniformly browned, Very Good.

The author-- no one hazards a guess on his identity-- reviews the history of efforts to reform the Militia which, he says, has been an essential substitute for a Standing Army. However, the militia's "annual drills, parades and encampments" are "well-nigh useless as a preparation for actual war" and "an egregious waste." Moreover, a civil police department is better adapted to quell domestic disturbances in self-governing political communities; and could handle a militia's functions far better and less expensively.
