The frustrated Ward, a lifelong Democrat, urged President Buchanan in January 1861 to end the federal government's paralysis and perform his constitutional duty to secure the southern ports from secessionists' designs; and to garrison the forts in New York harbor, for it is common knowledge that its residents "have notoriously aided and abetted the Slave trade." His reason for publishing these letters now is unstated.
