State Senator Bailey, outraged at the remarks of Copperhead Governor Seymour, accuses him of attempting "to weaken and perhaps paralyze the Administration, through which alone the country can be saved." Seymour's Message to the New York Legislature blamed the North for the War, sympathised with the South, defended slavery, and vilified Lincoln and his Administration.
