Atkinson continues his attack on England's new policy of Free Trade, saying it threatens England's maritime domination and "the root of all our wealth and power." He argues that "the British shipowner [can not] compete with foreigners, without that protection which the Legislature of this country has granted in all former times." Similarly, protection for other British industries and agriculture is necessary. Atkinson throws much data around in support of his argument.
