Living in an age of rapid communication and transportation, the people are "dependent almost for their very existence upon the transportation facilities of the country." Rapid advances in rail and steam travel and telegraph technologies necessitate reform: stock-watering, insufficient representation of shareholders on boards of directors, and corrupt management "rings" must end. Other defects in the transportation system include "the present method of undertaking construction of railways without a paid-up capital;" and the practice of running passenger and freight trains over the same track, with the former having the right of way.
