Spence rebuts apprehensions "that the inhabitants of Maryland will never consent to the imposition of taxes adequate to the payment of the interest upon her debt-- and that they will ultimately resort to repudiation." Spence denounces the "wayward policy" of Maryland's legislators, incurring mountains of debt for absurd schemes of internal improvements, and squandering her natural geographic advantage in the central Atlantic seaboard, with numerous harbors. Spence reviews the history of Maryland's fiscal plight and assures that, despite "the fatuity of our legislators," Maryland will meet its obligations.
