Tazewell was secretary to Elbridge Gerry, "one of the late Envoys from the United States of America to the French Republic." Gerry, departing for the U.S., instructed him to remain in Paris and to conclude pending diplomatic business with trips to the Hague and London. Tazewell, upon his "return to America, was captured by a French privateer and sent into Corunna, in Spain, from whence he traveled by land to Lisbon, at which place he embarked for the United States." Tazewell argued that the United States should compensate him for the additional "expences incurred by him in consequence of his being captured on his return to his country."
The Committee agrees despite objections from State Secretary Pickering: "It is not usual for the United States to provide vessels to convey their Ministers to and from European Courts: but they generally provide and pay for their passages themselves."
