The Committee was charged with determining the "use of Broad Wheels, and to examine what shape is the best calculated for ease of draught and the preservation of the Roads; also to suggest such additional Regulations as may contribute to the preservation of the Turnpike Roads and Highways of the Kingdom." Thus the Committee investigated Wheels, Carriages "in general," and "The Construction of Highways."
