Curtis was the 'Hero of Fort Fisher' in the Civil War and author of 'From Bull Run to Chancellorsville.' After the War he became Postmaster of his Town, a Collector of Customs, and Republican Party functionary in New York. He was charged with having levied political assessments on federal officials in New York in 1881, in violation of an 1878 statute that was a predecessor to the Hatch Act. The government's Brief sets forth the circumstances that led to the enactment of the statute, argues that it is constitutional, and explains that Curtis is guilty of the very evils that the law was designed to prevent.
