The Constitution barred the entry into the new State of slaves and "free persons of color." But it noted, in parentheses, the substitute provision that Congress proposed: the gradual end of slavery in the State, by emancipating the children of slaves born after July 4, 1863; slaves under the age of ten years, upon their 21st birthday; and those under the age of 21, when they attained age 25.
