Smith, "an officer in the line of the army, and as such in the receipt of his pay and emoluments," had also served as Judge Advocate General and extra Aid-de-Camp to General Wilkinson during 1794-1797. He sought additional compensation for these other services. Reviewing recommendations by Charles Lee and Alexander Hamilton, printed here, the Committee votes to allow Smith's claim.
