It is recognized by the well understood admissions of the Constitution." Abolitionist meddling threatens "to unsettle the character of their slave population, and to prepare the way for all the horrors of a servile insurrection." Empathizing with these fears, the Report urges Massachusetts to cooperate with its Southern brethren by taking measures to shut the abolitionists up.
