Hunter justifies slavery as a positive good, opposes a ban on slavery in the western territories, and denounces Northerners who have "pronounced sentence of outlawry upon Southern slavery." He reminds his fellow Democrats that "the Constitution of the United States recognizes the legality of the institution of Slavery."
