In addition to financial, legal, and taxation issues, Governor Johnson discusses his objection to the law prohibiting "Indians, or persons having one-half or more of Indian blood, and negroes, or persons having one-half or more of negro blood, in an action or proceeding to which a white person is a party", from giving testimony. "Outrages and deeds of violence are constantly occurring, without the possibility of detection or punishment, because the only witnesses by whom their commission can be proved are denied the privilege of giving evidence."
