Writing from Hudson, New York, Jenkins explains that his firm, for the sum of $25.00, "purchased the hulk of the late British ship, Admiral Duncan, which was consumed by fire in the port of New-York." They took the hulk to Hudson where, with the assistance of ship carpenters, they built a ship on it. Jenkins wants "an act to be passed that will authorize the Collector of the port of Hudson, to issue an American register, for the said ship." His carpenters certify that, in accordance with regulations of the United States, "three-fourths of the said ship is new built with timber, plank, and other materials of the produce of the United States."
