The Governor discusses relations with the Indians, recent discoveries of natural resources; and advocates the construction of bridges, roads, canals, and irrigation projects in order to render the Territory more prosperous; but he warns against the "evils" of "excessive legislation." Reports of Auditor, Treasurer, Warden, the Deseret Agricultural and Manufacturing Society are printed, with much discussion of the Territorial prison and information concerning "Territorial convicts in the Penitentiary".
