"Evasions" of the decree suspending commercial intercourse with France are "but too probable," despite the faithful execution of the laws by American officers. "American citizens have proceeded to the Island of St Thomas, and have there obtained certificates of naturalization for themselves and their vessels," in order to continue trade with France.
