The Committee's work is informed by Treasury Secretary Oliver Wolcott's "detailed estimate of the revenue and expenditure of the existing year," reported here in Table No. III at pages 9-18. He also provides "a statement of the loans made by the Bank of the United States, exhibiting the sums remaining unpaid." Armed with this information, the Committee concludes that the United States ought "to borrow, for the service of the present year, a sum not exceeding" $3,500,000. Evans 38861. Item #23719
