Tallmadge, who had been a Democratic Senator from New York, was appointed Governor of the Wisconsin Territory, after which he remained in Wisconsin. This rare printed Letter expresses agreement with Ruggles's proposal to "issue legal tender notes with coupons attached, bearing an interest of 3.65 per cent."
