Weaver, superintending clerk of the sixth census, chronicles the dispute between Thomas Allen and the firm of Blair & Rives concerning Congress's letting of the printing contract for the Compendium of the Sixth Census. This patronage fight engaged the attention of Whigs [who controlled the Committee], Democrats, Secretary of State Daniel Webster, and other luminaries. Because Webster and others sought to discredit him in this controversy, Lieutenant Weaver also discusses his "persecution" in a prior naval court martial; he includes the testimony of Commodore Charles Stewart.
