The question is whether Parliament may disqualify from public office those who do not adhere to the Church of England. Pierce agrees that England "has a right to secure itself by incapacitating papists, and all others, who embrace any opinions, whether in matters of religion, or not, which will be prejudicial in their own nature to it."
