The agricultural resources of the Mississippi Valley States render them the primary economic engine of the country. Elder analyzes those resources and their markets. He advocates "the extension of the Monroe doctrine to the commerce of the continent," advancing a dubious protectionism to undermine England's commercial hegemony. A statistician in the Treasury Department, Elder wrote during the War on "questions of economic interest." DAB. Eberstadt calls this piece "an elaborate economic survey."
