Shepley rebukes H.H. Pugh, E. Ames, and J.Q.A. Fellows, of the 'Executive Central Committee of Louisiana.' They issued what "in effect purports to be a proclamation for an election of members of Congress and officers of the State government." Shepley pronounces such a proclamation void. "No authority for such action has been given by the National Government, or by the military authorities in the State." Shepley asks them to provide information about the establishment and composition of the Executive Central Committee.
