Trissal, a prominent Chicago railroad attorney, issued this pamphlet to "call attention of members of the legislature of the State of Indiana to the necessity for the enactment of State laws that will prevent unjust discriminations by Express companies, require them to pay their just proportion of taxes, and, at the same time, aid in the dissolution of a dangerous and defiant combination." He specifically mentions The Adams, American, United States, Wells-Fargo, Pacific and National Express Companies.
