The Revised Code includes Acts in force at the time of the Sixth General Assembly, and those passed at that Session, which commenced in Vandalia in December 1828. The Code is alphabetically organized and preceded by a Table of Contents. The Code is followed by a Resolution of the Sixth General Assembly, ordering the Code to be published; a List of the Private Acts passed at that Session; the 1793 Fugitive Slave Act passed by Congress; Reports of the State Auditor and Treasurer to the General Assembly; and a detailed Index.
One Section of the Code, entitled 'Negroes,' restricts their entry into the State, requires that they obtain a certificate, and treats as a runaway slave any Negro who lacks such a certificate. Courts must dismiss any suit brought by a Negro who enters the State and who petitions the court for his freedom.
