The Plea expresses the Corporation of London's determination to retain and, if possible, expand, its freedoms despite the attempted encroachments of the King. The Mayor and Citizens of London assert their ancient "claim to have and use (within the City of London aforesaid), and the Liberties and Precincts of the said City, divers Liberties, Priviledges, and Franchises..." The Plea is printed in two columns per page, the left column in Latin and the right in English.
