The Address, which is signed in type 'A Republican', supports the Pennsylvania Federalist James Ross for governor; he had formerly been United States Senator. The pamphlet rebuts claims that Ross is a closet monarchist: as a leading member of Pennsylvania's constitutional convention, he sought to extend the suffrage widely; he opposed religious tests for office. Moreover, he exercised a beneficial influence during the Whiskey Rebellion in Western Pennsylvania. Ross opposes Jefferson's embargo policy.
This was Ross's third and last try for the Governorship. In this effort, "the high tide of Jeffersonianism, his liberal religious views, and his refusal to canvass the state" resulted in his defeat [DAB].
