Howes calls this "another issue" with no designation of priority between this, and an edition of 60 pages with the same date and imprint. The book tells the story of the American prisoners of war and their incarceration on prison ships in Wallaboutbay, on the East River in New York. The book solicits funds and support for the erection of a monument to the prisoners. It prints the constitution, by-laws, and Circular of the "Martyr's Monument Association."
