Signed beneath the seal, in the wide left margin, by Mifflin ['Tho. Mifflin']; and at the bottom by Dallas ['A.J. Dallas'] as Secretary. A few light fox marks. Several short fold separations repaired on blank verso, no text or manuscript loss. Very Good.
Mifflin was a major general in the Continental Army, a member of the Pennsylvania Provincial Assembly, a Continental Congressman from Pennsylvania, President of the Continental Congress, and a delegate to the Constitutional Convention of 1787. He served as Speaker of the Pennsylvania House of Representatives, President of the Pennsylvania Supreme Executive Council and as the first Governor of Pennsylvania.
Dallas had a similarly star-spangled career: first Reporter of Decisions of the U.S. Supreme Court, Secretary of the Treasury, Secretary of the Commonwealth of PA, U.S. Attorney for Eastern Pennsylvania, etc., etc. Item #33588
