The challenge of this Session was the Whisky Rebellion. President Washington's Message opening the Session recounts the attacks upon federal officers, including the kidnapping of a federal marshal. Concluding that the normal judicial process was inadequate to the task of suppressing the rebellion, the President called out the militia. His careful, measured response is delineated here. The Session devotes much attention to matters affecting the militia. Issues involving Creek Indian lands within the State of Georgia are also considered.
