This scarce document is signed in type at the end by "Geo. Taylor, jun. Ch. Clk. in the Department of State." The Rule prohibits a vessel within "the jurisdictional line of the United States, on the ocean," from sailing for 24 hours against a belligerent vessel which has left American waters. Failure to abide by the Rule is deemed a violation of "the law of nations."
