Hemmenway was the pastor of a Congregational Church in Wells, [now] Maine. The Discourse includes a Table of Contents. Hemmenway reviews the New Covenant, the rights and privileges of church members, the right of admission into the church, the right of the unconverted to the privileges of external communion with an instituted church, and other matters of interest. Quoting, Evans includes the following: "Such is the reputation of this work that nearly two thousand subscribers for it have been obtained, besides what are on more than a hundred subscription papers that are not yet returned."
